It's called muscle spinning, and was popular in the 50s and 60s. It works. It works in part by creating more blood vessel and mitochondria networks and keeping the muscles more "pumped" at rest. I believe it is also more heavily dependent on glycogen storage for size. The muscle is more "plumped up" with fluids. Growth occurs, but for very different reasons.
