Yes, but there isn't a universal one for them since the MWs vary.

When you dissolve something in ethanol (everclear):

Get a skillet. Fill it with water. Put it on the stove.

Take your desired amount of steroid powder. Put it in a beaker.

Take your desired amount of ethanol. Put it in the same beaker.

Place beaker in the hot/boiling water. Stir until clear (most things will dissolve fully like this).

If they don't dissolve fully, like Rodja said, PEG is probably needed.

Some stuff will dissolve in water.

Even at modest concentrations (e.g. 20mg/mL for var). IMO, making a solution is a pain in the ass and not worth the extra hassle. Just add oil and powder and make a suspension.
